莫淩水女士現任中碳科技（湖北）有限公司副總裁、中歐可持續金融共同分類目錄專家組成員。2012 年至 2021 年，她先後擔任亞洲開發銀行碳市場專家、氣候技術融資專家、綠色和低碳發展（清潔能源與氣候變化）顧問。2006 年 10 月至 2012 年 2 月，任英國 CAMCO 碳資產公司資質部門總監。1991 年至 2006 年 9 月，在廣西發展與改革委員會工作，先後任主任科員和副處級幹部。莫淩水持有經濟學碩士學位和國際金融碩士學位。

莫靈水長期致力於碳市場、氣候技術融資機製、綠色金融、低碳城市發展的研究和項目實施。 她牽頭開發註冊了 30 多個 CDM 項目，承擔過多個國際和國內碳市場、綠色投融資的項目和課題的研究和實施，編輯和撰寫過多本關於碳市場、清潔能源融資、綠色金融的中英文書籍和文章，包括《中國邁向綠色發展之路》、《Financing Clean Energy in Developing Asia》、《「一帶一路」 投資綠色成本效益核算》、《The Impact of Nationally Determined Contributions on the Energy Sector: Implications for ADB and Its Developing Member Countries 》、《 Emission Trading Schemes and their Linking: Challenges and Opportunities in Asia and the Pacific》、「Barriers and Options for Carbon Market Integration」(《Investing in Low-Carbon Energy System》)、「Carbon Market Linkage under the Paris Agreement: Modality and Key Issues」、《Globalization of Low-carbon Technologies: The Impact of Paris Agreement》、 《Financing for Low-carbon Energy Transition》、「一帶一路」綠色投資標尺和綠色成本效益核算」、「綠色金融與能源轉型互相成就」、「中國成為全球最大的碳交易市場還有多遠」等。
